History:
Oscar's first memory was him washing up from the Gulf of Mexico, waking up on the banks of Louisiana. That same day, he was discovered by Doug and Gene, 2 members of the Demon Authority Bureau (D.A.B). Located due to his DNA possessing more than human traits, the organization soon found out about Oscars affinity towards liquid. Not sure what or who he was, he decided to stay with the bureau so they would be able to find out and help him through his mystery. All he knew was his name.
Trained by the warrior Gene, he quickly learned to fight and to use his water powers offensively and soon became the 3rd member of the D.A.B field squad. While testing his powers, Oscar found out that, with enough liquid being controlled, he could create portals to different bodies of water. He could go to the nearest lake, river, bath tub, any body of water. This power came with a price though. Everytime he and others went through the portal, they'd temporarily pass through a dark body of water filled with bodies of dead children. Terrified of this site and unsure why this happens, Oscar rarily uses this power. Another mystery for D.A.B...
